Yes tights will keep you warm, just make sure you don't have any accidents, or you'll be sure to get some funny looks.

I work outside, we had -19*F with the wind chill here on Long Island two weeks ago, I prefer a pair of sweat pants under my Jeans, they keep the cold pants off my legs, and act like Flannel lined jeans, the "Billowed" legs stop drafts from going up them. You can also get "Silk" long underwear, it's less bulky, and keeps you warm (the sweats are the warmest), wear Army socks too, they are 30% wool,70% cotton, so they are comfortible, and warm without sweating or itching, dress in thin layers for warmth.

I would look into getting thermal neoprene compression pants to wear underneath. The same type that NFL players wera in cold weather games. They are snug and create thermal heat when in motion. They are wick out any leg sweat. I would look into Nike or Under Armor Brand.

I hate wearing the thermal long johns because of their bulkiness. I wear rayon long johns. You can find them in the major department stores and they are not expensive.

I like to use polyester tights under my sweats under my ski pants. They are warm but if you sweat, they wick water away, very thin, barely notice them.

Tights would be brilliant! Choose carefully though; pick ones that have some cotton content, or you may get very sweaty.
