There are companies that specialize in this type of service. Look in your yellow pages to find a company that specializes in removing bio-hazards. (Be sure to check the company out with the local Better Business Bureau, and also check to make sure that your State's Attorney General hasn't filed any claims against them.)

Most municipalities in US it is illegal to remove lead paint from your own house, you must have training and a license and bond to do so along with a Permit.

You can get into very big trouble contaminating a yard with that lead paint removal.

Why dont you consider painting over it with latex binder or if not get a quote to have it done by a Federally licensed firm.
