I am not sure but I think they are dwarf puffers? They are about 1-2 cm when you buy them? Well anyways can they live with neon tetras?

No. Puffers should stay by themselves. However there are a few fish that can be kept with the puffers. Puffers will literally chase and eat just about any other fish you put them with. That is unless the other fish are faster.

Snails are not safe either.

Puffers do not do well with other fish. Puffers are very territorial and will kill tankmates often for no reason. They are always best kept alone or with other puffers of the same species if the tank is big enough. They might seem peaceful at first, but as the mature, they will turn aggressive.

Not in the wild but if tank raised they will do ok . the wild fresh water puffers like a little salt in their water and neons need soft salt free water. But these most likely have been raised in tap water and will be ok.
