It is after War Crimes.

So, somewhere around Batman 645 and Detective 811. I did not read the stories as I did not follow Batman again until after Infinite Crisis.

The exact issue where Jason Todd was resurected was Batman Annual 25 (2006).

After Infinite Crisis, Jason Todd shows up in Nightwing for a while as Nightwing, and then moves on to Green Arrow as Red Hood again.
