Ordinary window glass is cut with a rolling glass cutter, then snapped along the cut line. For thicker or specialty glass, order it from a glass dealer.

You should not try cutting glass unless you have a good glass cutter and a flat metal table and a clamping straight edge that sets the exact size. If you decide to cut glass buy yourself a really good cutter. That will cost you about $25 or more and it will cut easily and has replacement carbide cutters available.
Those $2 cutters at Lowes are junk and dont work very well.
I cut circle glass with a cutter described above, but for straight cuts on large pieces, I take mine to Ace hardware or to Lowes and they cut it for about $! a cut. It really isnt worth doing yourself unless you have an interest in this sort of thing.

A glass cutter is actually a very small tool. It has a little cutting wheel on the end, like a mini pizza cutter wheel. Here is a photo: http://www.artstuff.net/glass_cutter.htm It's smaller than a normal pencil. First you clean the glass, becasue dust or dirt can mess up your cut. Lay the glass on a flat surface, and use a yardstick or metal straightedge to make one continuous pass on the surface. Don't go over any part of it a second time. Here are some detailed instructions http://www.wikihow.com/Cut-Glass

depends what you want to cut is it a straight cut or a notch? all the above answers are good for straight cuts but notches can be done with a diamond tip saw. By the way you cant cut toughned glass its impossible if you are unsure seek professional help! for really high quality cuts you can use an intermac machine but they cost 100K+
from a glazier of 5 yrs

Get a good glass cutter from the hardware store and also get a fine type of oil to lubricate the section you are cutting.
