Most rebuilt carbs are not set up when you buy them,,,if you dont know how to set the float,adjust the choke,,and adjust the mixture,,then you will need to take it to a mechanic,,and pay him for an hour of his time to set it up.
If you are determined to try it yourself,,,then at least start by finding the air/fuel mixture screw,,,,and turn it completely in (clockwise) until it stops,,,not to tight,,,,,then turn it anti clockwise about one and a half turns to begin with,,,then start the motor up again,,then adjust the mixture screw out a quarter of a turn at a time, until the engine runs smooth.
This may take some time,,so make sure your battery has a good charge.
The rest of the adjustments i would leave for a skilled person to do.

Were did you get the carb? Sounds as if the float level inside the carb isn't set right. There is a small reservoir inside and if the float isn't working properly, not enough gasoline is available when engine is running. You may need to take it off and reset the float level. Not a big thing if you know what you're doing, otherwise take it back to were you got it and ask about it. Luck to you!

sound like you got a bad car, but if it new i take it back an get another one,, what happen the float is not set,an it letting to much gas
