Yep - However, there will have to be a massive element of a good guy too, to set the context & that flip side of the coin.
EG George Lucas stated that the whole STAR WARS Saga was really about Darth Vader.
Also Stan Lee (Marvel) said that the bad guys are more interesting.
The first few batman films were about the baddies more than batman himself.
The other issue is that NO ONE IS 100% evil - Hitler loved dogs & was a good painter, The Yorkshire Ripper (UK mass murderer) HATES crimes against kids etc. This 'good' element will have to come out and people will latch onto it.
Or it could back fire totally in the case of Rik Mayall's 'Alan B'stard' / George Maconald Fraser's 'Flashman' the fact the main character is so evil turns them into a anti-hero, who people start cheering for when they do their evil deeds.
