neither one really "soaks up" any sunlight.
but in the sense i think you mean, it would be light skinned
darker skin simply contains melanocytes that are more active than lighter skinned people. that's why people get darker when they tan.
the sunlight is harmful to the dermis (middle layer of the skin) so with excess sun, the pituitary gland secretes MSH (melanoctye stimulating hormone) which activates the melanocytes to release melanin, which gives the skin pigment. the more pigment present, the less UV rays that get through the pimented layer (epidermis) and into the delicate dermis

they arte both subjected to the same amount of sun but lighter skin is more subject to damage by uva and uvb rays, the melinin in the darker skin blocks the uva and uvb light more effectively. this also affects the amount of vitamin D your skin can make so dark skinned people need to make sure they get more vit. D in their diet.

Darker skin as dark surfaces emit and absorb more light therefore so will the colour of skin.
