First off, make sure you have a new blade. Not only can dull blades cause a lot of accidental cutting, the dead skin cells build up and form bacteria that can get into the cuts!
Secondly, have a really good shaving cream or gel (I use cream) by Gillette, Noxzema, or other reliable brand, and work it into a thick lather. A good lather makes it easier for the blades to go across the surface of the skin, and it feels nice.
Also, when you actually shaving, don't be really aggressive or quick. Make sure you have flexed your leg in such a way that the skin is pulled tight to make it as smooth as possible. When I shave, I pull the razor over small areas (like from ankle to mid calve) in a smooth, not choppy, way rather than the long strokes you see the models doing in the commercials (from ankle to knee). This takes a little longer, but I know I get all of the hair. Plus, the build up of shaving cream and hair from the long strokes can cause the blades to "over loaded" and not do such a good job. Do which ever way works best for you, just make sure to rinse the blades frequently with warm water. Pull the blade in the opposite direction of hair growth (hair grows down, pull blade up).
When your done, rinse, pat dry, and apply a mild lotion about 20 minutes later and not to areas that may be cut (there shouldn't be any though).
Anyway, this is how I do it and I haven't had a cut in a very long, long time. I hope this helps!!

Here's the main thing to do: DON'T PRESS! Just very very lightly run the shaver along your leg without ANY pressure at all. The hairs will still get cut off, and you'll get alot fewer cuts. Getting something with three or four blades like Schick's Quattro, which has thin wires in front of the blades, will also make it more difficult for the blades to catch on your skin and cut you.

You should use a shave gel, make sure to lather it up good. Make sure your razor is sharp, if it's been used more than 4-5 times to shave both your legs it's probably too dull. Also, don't press down hard when you are shaving and use long strokes, not short choppy ones.

I continually shave mine at the same time as i'm contained in the bathe. First, allow warmth water run throughout them (the nice and cozy temperature water makes the hair & pores and skin softer so that is extra reachable to shave) then. Later them up fairly sturdy with shaving cream. Then, take a sparkling razor (a useless one will reason you to diminish your self extra) & slowly shave them from the bottom of your legs as a lot because the suited.(hostile to the way the hair grows) Be very careful at the same time as shaving both the front & back of your knees. I have chanced on that when I bend my knee, it makes it extra reachable to shave the front of them & I positioned my legs immediately & sorta bend backwards to shave the back. make positive you rinse your razor each so many times, so that you get a nearer shave w/o the equipped up shaving cream getting contained in the way. After, rinse any perfect shaving cream off your legs & allow the nice and cozy temperature water run over them back.

Well just to start off make sure to use shaving cream with water mixed on it. Make sure to also have atleast a two blade shaver. If this is still a problem you may have to buy and electric shaver. They are maybe...$25.00 at Wal mart. They wont cut you.
