It all depends on if our superhero is literally freezing people with cold, or just plain making people or time stand still. Chilly-Eskimo (pronounced SheLay Eskimo), LadyFrost ... or Piper Halliwell are all good names. Piper's already taken, though. The Time Sifter, or The Time Shifter, also sounds cool. Really cool.

Deep Freeze, Cold Snap, Below Freezing, No Thaw, Polar Express (have to be careful cause of copyright though), Farenheit 0, Iceberg (only part of them is visible, the rest remains hidden), Thin Ice (would probably make a better name for a villian, though it could be a superhero with a hair trigger)....

Well, Cryogenics is the science of freezing people, but "Cryo-man" makes him sound like a wimp (like he's crying).
If it was a girl, it could be "Ann Arctica" .....just a little joke.
I found this on the web: http://nav.to/deathfrost
How about Permafrost? It's an actual word, and it sounds tough.

Absolute Zero..... it's the scientific term for when there is no molecular movement AT ALL... so no heat whatsoever. It's the coldest anything could theoretically get.
