I have worked on hundreds+/- of apt. water heaters. Electric waters in general need to be rebuilt every few years. When we went out to work on an electric water heater, we always replaced all thermostats and all the heating elements. These components are the heart of the water heater. Worked on one apt. where the water heater in one unit was feeding, or supplying, hot water to the unit next door as well. It had been working like that for 43 years.
