Why is it possible for a league commish to lock other managers? Its unfair.?

If someone is not following the league rules for any reason and the draft has already begun you can make it so that they can't make changes.

For some losers, that's the only way they can win a league. Be the commish, lock everyone out and cheat yourself to a win.
