There is no standard bolt size here. These are special bolts sometimes called anti theft or anti tamper resistant bolts. these require a special tool not available to the normal thief. Messing around with street signs can get you in serious trouble not to mention possibly getting someone hurt or worse killed. You the tampering one could be held liable for this. This does not mean I think you would do it, but someone has the interest in doing it and may have had you ask about it. Can you say conspirator. Then add Jail time to the sentence.

Rose, They look like either 5/16 - 3/8 bolts and nuts. You can lift a motor out of a car with a grade five 3/8 bolt and nut!
