cant find problem with fuel system, is there a startup fuel sensor
it runs fine at 1500 rpm after i dump fuel into engine, priming circuit?

Check your fuel filter it might just be pluged

If it was me I would get rid of it and buy a Ford so you wouldn't have to worry about it cranking. I guess first check to see if u hear the fuel pump prime up when u turn the key. If not I'd check for blown fuses, the fuel pump relay, and the fuel pump shutoff switch. If you do hear it, then the injectors could possibly be clogged.

Check the TPS Sensor, MAP Sensor, MAT Sensor and Mass Air Flow Sensor also if there is an autozone near they will hook it up to the computer for free and put yoiu in the right direction. With the TPI system there is a cold start injector that would cause that but not too sure on the TBI system

i'm beneficial no one changed a gasoline tank in an 02 Cavalier. in all possibility what you observed on the exterior replaced into the filter out. Drop the tank and you will see the canopy for the gasoline pump on the right.
