I'll bet your condo association hasn't specifically banned residents from surrounding all or part of their condos with concertina wire. If that is the case, you can give it a try, but expect to get a removal notice in a big hurry. Furthermore, you will probably be held liable for any injuries sustained by anyone who becomes entangled in it.
This is probably not the best idea for home protection.

Certainly its legal. It liables the party for any injuries that may come as a result of this. Trespassing or not they will be found neglegent and liable.

condo unit!
you need strata council approval to do any exterior work
unless you actually hold the title to the property.
plus it's a stupid idea- especially when some kid gets cut and bleeds to death trying to untangle themself

It may or may not be illegal but if some one was injured the party who had it installed could be held liable.

it is legal if one has the property title but there is a problem there may some injuries by this then owner is responsible for this.........................
