It might be a sort of defense mechanism. Maybe they know someone who did that and hurt them in bigger ways? If a person thinks that the little thing is the road to the bigger hurt, s/he may avoid a person who does the little thing.
Also, patience doesn't seem to be abundant these days, and this lack may play a part of it all.

I heard a person say on TV that forgiving is a process and I agree. I don't think there is someone not capable of forgiving; it just takes them longer to forgive than the others. We are governed by our biases, prides and prejudices and that is what I think hastens and/or prolongs the forgiving process. If you already apologized for something, then you've already done your part (so long as it's sincere), the rest is up to the other party... :)

Unfortunatley we cannot decide what goes on in somebody elses mind. There are those in life who do not know how to forgive. Perhaps they in their life were not forgiven and they never learned how. A lot of people go through life holding grudges and carrying hate. Sometimes it not even the wrong that you did that made them so unforgiving. It could be someone who wronged them years ago and because they were unable to let go, it was held in carrying on the legacy of hate! But its good for you to forgive. If not for the person your forgiving, but for yourself. A real cleansing takes place when we are able to forgive those who have done us wrong or caused pain and hurt. It helps us to become stronger and better people and inable us to further pursue true happiness and joy in life. Something that hate can never lead too.

That person may just be that way because of his/her genes. Don't scrutinize them because they may have been through some tough times in their life and have a hard time trusting people, and letting things go. I would just try my best to be nice to them to get them to open up to me so that i can find out their problem, and next time i do something bad, they will understand and forgive me.

I've got a sister like that. She just needs to have someone to be upset with all the time. We take our turns - some more than others and for longer periods of time. I honestly believe it's because she has no religion. If she believed she was forgiven for her sins, she might find it easier to forgive others.
