the motor is a 1981 inboard outboard twenty three foot cabin cruiser engine, and i got it to start with the engine starter fluid. also what are some good signes that the starter is bad

It is the starter. Don't use starter fluid! It may be just the solenoid. It is an older boat and unless you have replaced all of the fuel lines, starter fluid could cause a fire. If the starter or solenoid is bad it could send the wrong spark. Replace the solenoid first and then the starter. If that does not work then have fuel lines replaced and carbs rebuilt or replaced. If it is the fuel lines or carbs then the spark plugs will be bad also.

If the motor is turning over slowly it not the fuel filter or fuel line. start by checking the battery, don't be fooled by your battery volt meter a battery can show 12 volts or better and still be bad. Batteries have to be load tested. load testing is done with a special meter that put a high amperage load that is calibrated to draw a certain number of amps with constant predictability. the amount of amps your battery can deliver will determine whether it's bad or not. now if the starter is bad it with draw more amperage than it suppose too. This can be found out by using the same tool used to check the battery, most of these meters have dual functions. So #1 check all battery cable connections,make sure there tight and clean, i do mean all connections not just the battery ones IE, starter, aux starter solenoid,and especially engine grounds #2 have the battery checked #3 Have your starter checked to see if it's bad or not. After making sure that you have a full charge in the battery,,,and then tried to start the motor,,you find that the motor is turning over too slowley,,,,then there is a very good chance that the starter is in need of replacement.
Fuel related problems will not affect the starters ability to spin the engine,,,,,only your engine trying to start can make it easier for the starter to spin the motor.
I would replace the starter.
Besides,,,this is a boat and not a car,,,,in a car you can always pull into a service station.
But in a boat,,you are at the mercy of the water and weather if your engine stops running.
So pay extra attention to detail when servicing a boat.
Your life depends on it.

Start with the battery, check it with a hydrometer. Don't check it with a volt meter, a 12 volt reading means nothing. If the hydrometer reading checks out - clean the batery terminals ,look over the cables, if they show signs of corrosion - replace them. If she still turns over slowly. It's time to pick up a little meter from your local parts store. Mearly place this meter on the cable going to the starter and hold it there while you turn over the engine. If it pulls the meter in the red or shows a high reading, then it's time to replace the starter.

to start with,,,, check the bloody battery clean the terminals and battery posts and coat with petroleum jelly. next remove each lead from starter motor 1 (one) at a time clean and grease with petroleum jelly top up battery water (how old is the battery) put battery on a TRICKLE CHARGE for a MINIMUM of 24 hrs.
Try these things first and see what happens,,,,,,,,, ALL GOOD HOUSE KEEPING remember Murphy and O"Reily work at sea and if will go wrong u can bet it will and some one will get hurt..... or die. cheerful bastard ain't I??

The motor rolling over slow has nothing to do with the fuel lines or filter.

you found one possibility (bad starter) . try cleaning battery terminals and both ends of the cables,especially the ground .battery could have bad cell .

If it's turning over slow it is your battery and nothing else.
