I run a keeper league and we require 800 IP per season.

This is for a 12 team league and is based on 2 years worth of stats. It works out to about 30 IP per week - which equates to about 4/5 starts.

In Yahoo - all min innings are turned off for All Star week.
I have been playing head 2 head leagues for about 8 years and I have tried (and seen) just about every trick used. 21 is a good number for 12 team leagues, it makes everyone play their pitchers and have to strategize on pitching as much as hitting. That averages out to about 3 starts and 3 save chances per team which should be easy. It keeps people from keeping only 2 starters on their bench and loading up on closers. In the last 6 years I have seen only 1 team miss their min's and it was a fluke because 2 starters were scratched on Sunday. This year in one league we are going above 30 innings to force a larger pitching roster.

It also keeps people from loading up on their offensive bench as they need those spots to make their min innings.

As a side note, having more categories that reward for more innings like W, IP, K's, SV,Batters Faced, CG, SO etc can help a lot too.
Stats like ERA, WHIP and L encourage using fewer pitchers. So equal them out or make them in favor of higher inning counts.

about 30. They turn it off for allstar week so there is no problem there. If u set it on 30 that will be about enough. If you figure each pitcher pitches about an average of 5 innings a week you have 7 or more pitchers so thats enough

i say 30 innings is powerful. that way you get rid of those yahoos choosing 6 relievers of their lineup. delusion baseball isn't basically approximately hitters. I actual have yet to verify a collection win with basically 2 or 3 beginning pitchers.
