It's hard to figure exactly what you're trying to do from your question, but here's a shot....
Your IP address comes from your ISP (whomoever you're getting internet access from). Your ISP has to gain a pool of registered IP addresses. By registering their pool of IP addresses (of which you're given one) it is now known what area or jurisdiction this pool of addresses is servicing (i.e. the Detroit, Michigan area, Wash DC area, etc). So, whatever you're trying to do on this website, they don't want people from your general area from getting this type of service and they can tell, by virtue of picking up your IP address, where exactly you're from. So, you'd have to go to an area outside their restricted area to get whatever it is you want.

Or.....

While using Internet Explorer, you can try going to TOOLS (up top) - INTERNET OPTIONS and then click Delete Cookies and also Delete Files to clean out your cookies and temp internet files. They might have dropped a cookie on your PC and they can read this cookie when you visit their site. Thsi tells them who are (in some respects) and they can block you based on this.

Try going to the library for 'net access or somewhere else besides home. Sounds like my first notion is the most-likely though. Have you tried calling the company/website?
