I guess God made the earth for all creatures, and knew that man were once going to hunt nearly all animal life on earth, so then God created the ocean as a refuge for all other species of creatures that were going to be created. God may also have considered that the more land the more man, and since today global warming is a huge problem, if there was more land for man to trash the atmosphere it would have been to late for earth.
