A thick fog can show mystery, but that tends to show more fear than mystery. Instead of fog, try placing numerous objects in you writing in locations that they shouldn't be which will later establish a connection to the mystery/crime. For example, think about it as a Clue table. You find a bloody rope in a closet. Or you see a beat-up car in a wealthy man's garage. Think in terms of oddities. That is what mysteries are. Out of the ordinary events or items that seem to have to logical answer. The thick fog idea only works if your mystery is supposed to be a thriller. A determined main character works for any novel. But what you really need in a mystery novel is a out of the box thinker who has a direct relationship/connection with the mystery. For example, the main character could have someone stalking him and he is running for his life while trying to figure out who is stalking him.
A sunny afternoon and a field of wildflowers both send the same message: the good ol' days. If you want the mystery to be really mysterious, then place it in a nice suburban neighborhood on a sunny day or on a small farm in the middle of nowhere on a hot summer day with the wind carassing the wildflowers like the delicate waves of a small lake.
Just keep thinking about the details and the oddities of the mystery. Personally, I recommend the mystery begins on a hot summer day in a quiet suburban neighborhood and the climax is early on a foggy Sunday morning. The Sun should be up, but no one else but the main character and the antagonist should be up.
