The water on Earth today isn't technically decreasing. It is just being redistributed. When the water condenses it forms clouds so clouds are withholding water from us. Water does seem to be decreasing but its really only turning into vapor and running into the ground and other natural storage facilities such as aquifers.

water hasn't been decreasing. every water since the dinosaur ages has still been on the earth. this is beacause of the water cycle. water evaporates into the air and into the clouds. once the clouds are too heavy the water drops. this process keeps going and going.
