An infant is too young to eat solid food.
A toddler is too young to ride a bike.
A child is too young to drive a car.
A teenager is too young to drink.
Anyone under 18 is too young for sex.
A young adult is too young to be a couch potato
A middle aged person is too young for the retirement home..
and the list goes on..
be specific it will shorten the list.

For sex, under 18 is to young, even if both people are under 18. For a relationship, I'd say at least 16.

Too young is when you do anything sexual or get involved with someone and that person can get into trouble with the law for being with you.
I can say when you are in your teens or when you are below 18 yrs.
