What is the best way for sewing to cut fabric with the patterns?

The thing I need to know the most is if you have to have a single or a double layer

It's ok to have a double layer as long as you are not trying to work with the design that is on the fabric. If you use pins to hold your pattern onto the paper, then your fabric can't be too thick or it will distort wherever there's a pin, and that will affect the finished product. So if the fabric is thick, use pattern weights or go with single layers.
