If he is a young inexperienced male,
it may take him a little longer to get things just right...
or he just may not be a good breeding quality.
Some got it, some don't. ;)

Edit: Also, are you sure that they are finished? Mine would only do a few at a time but they did this MANY times before they were actually finished completely.

Sounds like your female wasn't very well conditioned before breeding. Next time around give her a little longer and feed her on more protein rich foods.

Perhaps she wasn't fully ready for the spawning.
