Presumably, someone who was cold. Unfortunately, society has decided that we have to wear them all the time, which is a bit daft when one goes for a swim or is outdoors in one own's garden on a nice sunny day.
I had a lot of agro with my local hospital when I was admitted for a few days. I do not wear anything in bed as a rule. Knowing that I would be forced to wear nightwear, even though it against my will, I brought along some nightshirts, so my legs, at least, would not be constricted. The hospital authorities tried to argue me into pyjamas, on the basis that with a nightshirt someone might 'see my bits'. I replied that if they do their job with the screens properly nobody will see anything, and, anyway, it's an all-male ward.
