we already have
its called commercial jetplane and it slows peoples time who fly in it for a few picoseconds every time they use it.

on smaller scale we already developped a kind of time machine.
its the Large Hadron Collider in Geneva.
it accelerates small particles to a very high percantage of the speed of light. physically spoken this is like a time machine for those particles.

soooo yes .. time machines .. already invented .. its just a question of definition

time is motion,or the observation of objects in a motional state and observing it's velocity or lack of to points of referencing .simple time metering is old, the dimensions of centrifugal motion might have been broken in 1992 by several millionth of a second, but not beyond that, dimension of velocity poses the question faster = ahead of object , slower= behind object, can we ever catch up with the universe, not likely but we might be able to wrap the solar trajectory of the planets. by wrap the trajectory I mean observe their route

You cannot travel through what does not exist, time does not exist as anything other then an idea in your head, (no physical component) metered by motion makes a clock.
