I believe you are confusing accents with jibberish,
The schools do try to teach them proper grammar and speech, they just refuse to learn and perceive it as "acting white". Sadly for most of them you would have better luck teaching a dog to drive a car. The ones that do speak properly are the ones who are successful in life, the ones that don't are the ones that claim to be held down by the evil white man.
Even with immigrants after the third generation the accent is generally that of where they live so the only conclusion can be that they don't want to succeed and are too lazy to learn the language of where they are born

Everybody has an accent. So do you, you just dont notice it because its yours.
All accents are different, and they reflect the culture that someone came out of.
I talk like someone from Central Pennsylvania, because thats where I'm from. Although I'm careful not to say the word "yunz", because I think it sounds stupid. (In case youve never heard that, its a term from Central PA thats kinda like "y'all". Orginally it was "you ones" but got shortened to "yunz".)
A black person from the Bronx will have a different accent than a black person from Compton. You and I cant tell the difference because its subtle. Just like some people cant tell the difference between accents from Louisiana and Mississippi.
Its got nothin to do with "proper english". Theres no such thing as proper english. Every local culture has its own accent and words and such.
And no, it doesnt bother me. I accept other peoples differences.

This is a cultural thing, not an educational thing.
There are 30 major dialects of English in North America alone. Each one of them can break down even further. There's even a category for inner city versus suburbia. So it doesn't matter which race you are, its where you live that can determine how you speak.
Blacks, whites, latinos, and whatever all have the same or similar accents in the locality they live in. Schools can't help with this, even with busing people around.
Its all about what they go home to.
I mean, just because you learn about safe sex in school doesn't mean that you practice it at home, does it?

The term would be "speak" with an accent.
Are you speaking of Black people outside of the U.S. are those from certain regions, e.g., east coast, southern states, etc. of the U.S.?
If you visit England, they declare that no one speaks "proper" English but them.
Ignorant, race-baiting questions bother me.

Because every since white people thought the word "bling" was cool, Ebonics just became the forefront of pop culture. Yes, it bothers me but that's like telling a black person whom speaks proper English or "white" to stop it. ;)
