In other words, i want to be a special ed teacher and work in an elementary school. Will a k-12 special ed cert allow me to do this? or do i need dual cert elementary/special ed?

Right now, it varies by state. I think each state has some leeway in how they interpret "highly qualified" under NCLB. I teach Special Ed (first grade) and I have only the K-12 Special Ed (cross-categorical) license. But I live in Wisconsin. I just wanted to point out that it's not the same everywhere, and you will have to find out what NJ specifically requires.

a K-12 certification used to be all you needed, but now with No Child Left Behind, you need to be "Highly qualified" meaning you need another certification, possibly General Ed. EC-4...this applies all across the U.S.
