Who can IM who depends on the IM protocol, not the operating system. If two people are on Yahoo! chat, they can IM each other using Yahoo! chat-compliant clients, whether they are Mac users, PC users, Linux users, or anything else. If two people are on an AOL IM network, Google Talk network, MSN Messenger network, etc. the same applies.
Most chat rooms will work for any operating system. IRC (internet relay chat) has clients on all consumer OSs. Most web-based chats use Java, which can be run on any OS as well. It is possible to make a chat room that using some proprietary plug-in or software, and that could excluse users on a particular OS or set-up.
