Double check to see if your CD is really disabled, it might be a coincidence that it stopped working or is not properly connected. Shut the PC down, unplug the power (suggested), and while you stay grounded to the case to prevent static with one hand, check the other connectors inside the case, to include power and all interface connections, both on the drive side and the motherboard side.

If worse comes to worse, buy another internal CD ROM or borrow one from a friend. As soon as it is connected and you power up, XP should recognize the new device and allow you to go from there.

during startup the computer will display a menu for bios, like hold down the del key to enter setup, or press f12 to change your computers settings. Change the settings so the computer boots from the cd. Follow the instructions for installing windows. From the Start menu/control panel/system/hardware/ device manager you will have to install all of your device drivers. you can search the web for the latest drivers. The yellow ? means the computer sees a device but does not know how to use it, in other words you need a device driver. The web is more up to date than the drivers on the cd that came with the device.

The cd is one device that should work, perhaps in a limited fashion, without a device driver, because as you have found you can't load windows onto the hard disk if you cant use the cd.The hard part is not finding or installing device drivers or windows. The hard part is knowing what kind of computer you have. Who made the cd? What is the model number?

Just click the "Start" menu and at the bottom there's a link that says "Turn Off", click that and from there in on you just have to click restart.
