Olds used an "inline fuse" as well, for some wiring to accessories like the heater fan. My grand daughters 91 cutlass supreme had that problem, and I finally found the 15 amp fuse behind the dash, next to the glove box...ain't easy to get to, because you have to remove the glove box to even see it.
Yours might be the same...

If it does not come on at all, most likely blower motor is history. If it inoperative only certain speeds, could be fan speed switch or resistor block. I would not rule out wiring and connectors. Obtain a shop manual with right year model wiring schematic and if you really get lost, take the car to your local shop.

Either the blower motor, or .motor resistor. Least likely is the switch burned out (fuse would go before the switch)

Check the relay that controls the two. You may also want to track the wiring. They were notoriuos for having bad electrical systems. Night have a disconnected wire somewhere. Hope this helps.
