Well it depends on their age and abalities. Give them something to read(VERY simple sentences) and if they read it give them candy. You can also buy books for teaching them through a homeschooling-store. The best ones are online!

Definitely phonics. I'm not a fan of the whole-language approach.

you should always start with reading to them. you could also get those cassettes that you listen to while you read along. you could also try hooked on phonics.
