There are a couple of ways to go about accepting cards at fairs and markets. Be sure you find the right service for your needs. There are other options besides PayPal.
If you will be taking cards in person, you might want to consider buying a protable/wirless credit card machine. The rates charge for a swiped credit card transaction are much lower than rates charged for a hand keyed transaction. So, if you plan to make very many transactions in person go with a terminal over an online version.
However, If you are going to accept payments over the phone or through the mail, a virtual terminal is a great solution. There are several companies out there that have less restrictions and more options than PayPal. All at a lower fee structure than Paypal offers.

Paypal requires that the owner of the credit card be a member as well so although you could use it anywhere you have an internet connection it is not a good solution for fairs, markets etc. There is a service that my husband uses in his business called Propay that works perfectly. You can process cards electronically and send receipts through any email account with a laptop or you can process by phone when an internet connection isn't available. You can also do the manual credit card slips and process then or later. Check it out!

You need to have a back up funding source in order to do instant bank transfer and as your card is at limit, you will need to add another card. You could still pay via echeque through your bank account but this takes around 7 days!!!

Credit card holder needs to be registered with paypal in order to complete a transaction this way !

you can send money to any email address by paypal so to accept payment at fairs ect you would have to give your laptop to the person buying who has to log on to their account and send you the money to your email address then log out you then log in and check it all happened right , quicker to take cash

You can only used it to make purchases, from a member of PayPal.
You should contact PayPal about that.
