Accents can just be fun. Yes, some people do perceive them as exotic, but my only reason for adopting a false accent is because I feel like entertaining my friends or generally being silly.

Accents can actually serve as a rhetorical technique in an argument if you're attempting to convey some part of a dialect, as well. I'm not exactly sure how that would help, but... Eh.

Also... concerning your additional details... America has lots of money. While this is generally associated with the best technology, education, etc., such is not the case.

America just has lots of money and we are almost all extremely arrogant. I'm not excluding myself in this assertion.

I guess it depends.

1. Some people may accidentally speak in a different accent when they are nervous
2. Some people do it for fun
3. Some people involve in acting or thetrical performance may do it for practise for the roles they are playing
4. Some people do it to hide their true identities
5. Some people do it to imitate after someone they like/dislike

These are the reasons i could think of so far.

Some people believe that they sound more interesting or dignified if they fake an accent. I once ate at this restaurant where the waiter had this odd accent. Later, we heard him talking to one of the other waiters, and he spoke in a perfectly normal accent (for America at least.) I guess he believed that if he spoke in an accent, he would attract more customers to the restaurant.

They are trying to be somebody they're not. Many actors can put on an acceptable accent but it usually takes a lot of work to perfect it.

Accents are widely perceived as exotic and sexy. Also [in most cases] it is automatically telling you that person has an accent because he/she knows another language, lived in a foreign country.

She's probably just trying to sound correct. You seem to be very upset with America, sounds like you're jealous. If you love my country so much why don't you try to immigrate here?
