Phagwah is just what some people in some parts of India, and west indian countries like Guyana and Trinidad & Tobago call the Hindu festival of Holi. (Phagwah is a bhojpuri- a dialect of hindi- word for Holi).
In other words, Phagwah is Holi, so if you are Hindu who celebrates Holi, you celebrate Phagwah.
It's simply a different name.
