Magazines are positioned on shelves based on not just categories - but also on special promotional programs that magazines pay for. It is very expensive to get your magazine positioned well above and beyond just being put on a rack. These payments are called Retail Display Allowances (RDAs).

When you see a magazine on a rack at a supermarket check out, chances are that the magazine paid to be there as well (called an IPO - intial placement order). For magazines selling a lot of copies, this helps them sell more and is worth the cost. New magazines (like OK! magazine) usually pay a lot for the good positioning and it can pay off in copies sold in helping build circulation numbers.

Secondarily - retailers want to sell as many copies as they can, so if there is no payment on the checkout rack, they put better sellling magazines in those slots with better visability so they can make more money from their cut.

The adult (sex) magazines are put on the top shelf, so that most people under 18 cannot reach them. It also makes it difficult for small adults to get such magazines without drawing attention to themselves.
Lower down are children's comics and magazine so that they, and very small adults can reach them.
TV listing magazines are also put quite low down because anyone may need to buy them.
Other magazines are put with similar types on the middle shelves.
Often the more expensive magazines are put near eye level to draw attention to them.

It depends but usually the magazines are divided:
women
home etc
children
teenagers
men

and then there can also be music, PC etc

Every shop has it differently.
