I know that Target and Old Navy have some swim suit tops. I personally like Target better.

Victoria's secret sells solid tops for 20 dollars and they come in really nice colors (there's about 10 to choose from) and high quality.

Target, they have such cute tops and they come in cherrys, skulls, tye dye, etc.
