this is premeditated murder. The guy showed he thought about it when he loaded the gun and walked 20 blocks. It would only be justifiable homicide if he saw the guy about to kill his brother and he killed him first.

It is not justifiable homicide or self-defense. Any jury in this country would find that loading the gun and walking 20 blocks was more than enough premeditation for 1st degree murder.
And in regards to "today's political situation"...a country waging war to protect itself is completely different from an idiot on a vendetta.

It sounds like murder to me. The person was not in danger beeing 20 blocks away. It would only be justified if the person came to do danger. You should always avoid danger. You can only kill as a last resort.

neither!! this is second degree murder! and anyone who lets his emotions get best of him will apy a heavy price! like 25-life for this crime! the police have no! sympathy for a person who takes the law into their own hands! if we all did this, there would be no nation left!!! this sounds like something that the violent gang members in america do! we need to get gangs off the streets ,and get the guns out of their hands! the anawer to your question is: it is neither seldefense, or justifiable homocide! and will result in more ruined lives! nothing good will come out of it!

In the u.s. definitely murder. A possible "insanity" defense might be raised, depending on the timing of it all---based on the trauma of the event and its effect on the "reasoning ability" of the brother at the time he kills his brother's killer.
In other lands, this act may be sanctioned by "local law". I'm thinking here of something on the order of "Sharia Law", but i have no knowledge of its "intricacies" :))))
