Those are mens pants sizes. It's the measurement of the waist by the measurement of the inseam I think.

normally those sizes indicate lenght and waist measurements. I am a 12 -14 size and at stores like jcrew for example i wear a 33" x 30", with 33 waist, 30" length. some comanies like levi I think give you the size of pant x length. like the one you wrote above, which in theory is a size ten and 28 length, which seems like a weird size. Nobody is really that short unless you are petite under 5'4".
You would need to look for either a 33" waist by ?? length (usually 30" - 32") for women, or 14" x ?? length (usually 30" x 32")

small size? well go to the boys section of any walmart or kmart..and even meijers if you got one..Kohls is good too...this should not be a great problem
