Putting John Cena on that list is an insult. But then again, if you asked me if a Hollywood Blonde would ever become one of the most over wrestlers in the world, I'd have laughed at you.
Hulk Hogan is easily the most popular wrestler in history. Ric Flair would be very close. And how could you forget Andre the Giant and Roddy Piper?
Rock, HBK, Austin, and Undertaker need to be in a different class than Hogan and Flair. The market is FAR bigger now than it was. For Hogan, Piper, Flair, and Andre to become household names in the 80s--- worldwide, no less-- when wrestling was still a territorial thing, is a great accomplishment. The advent of wrestling on cable TV is what caused Austin and the Rock to be boosted. It would have been alot harder for them in the small markets of the 80s.

I would say Rick Flair, Hulk Hogan Jerry 'The King' Lawlyer, Bret the hitman Hart, HBK, Undertaker, Stone Cold Steve Austin.
The question should be for generations. Hogan was a great wrestling long ago but through the ages there was some great favorites.
Like in the 90's i believe Stone Cold whould be the most popular.
20's - John Cena, Edge, Batista (at times) same with Randy Orton (gotta love the villains)

Hogan is the greatest in history and the best now is Edge, not John Cena, HBK, or Undertaker.

Most popular now is John Cena? You obviously didn't watch One Night Stand, when everyone was throwing the shirt back at him. You also must have missed the "If Cena wins, we riot!" signs at BOTH One Night Stand and SummerSlam (mind you, SummerSlam was in his home state). You also must be missing the boos Cena gets at Raw, at New Year's Revolution last year.

Probably Hulk Hogan....
But if you go back farther, you will see that Jerry "the King" Lawler was ...well ... The King. But that was back in the earlier days.
