Generally, 16 or 17 guys hit on 13yrs old girls because they know they have bigger chances of being with them. Men have the natural tendency of thinking that younger women/girls are easier to seduce than older girls, or girls their age. They are afraid of being rejected by older girls, and they try to hit on younger girls such as you ... :)

Honey if 16 and 17 years olds are coming on to you in any way you need to tell your parents or the police. This is VERY illegal. I'm so proud of you for not going along with their horrible ideas. Too many young girls feel flattered by this kind of attention, but really it's not flattering. They just want to use you, that's all. It's definately not a compliment.
If it happens again tell them that you are a minor and will report them to the police the next time they hit on you. If they do it again after you've warned them then please tell your parents or a teacher or the police. Even if they haven't hurt you, they may well be hurting other girls your age who are too scared to stand up to them. Not everyone is as smart or as strong as you are.
I wish more 13 year olds had your wisdom. Good for you!

A lot of teenagers joke around. They just hit on little kids to be funny. OR they're pervets and are desperate for sex.
