My smallest of my three tetras (white skirt) has been staying at the botttom laying on the gravel.He's not on his side and he is still breathing is this normal?

I agree with the previous poster, it sounds like fright to me too. In the long run a few more white skirts in the tank would help things considerably.

He might just be scared of something. If he's the smallest maybe the other fish are picking on him. He'll probably be fine, the fish just need to set up their pecking order.
