In looking for an apartment, what are the pros and cons of all bills paid? What is "commercial electric"?

I am selling my house, relocating and now I am trying to find an apartment. I would like to know which is better, all bills paid or paying the bills myself? Is commercial electric bad?

Usually an apt that includes utilities are low end apartments. Normally, you will find an apt that will include water and trash, sometimes they include cable. I would personally not want an apt that includes all utilities because I would like to control what I use.
