I don't think he ever would. Most of the decisions of his administration were made by his cabinet members & Cheney and the folks at the American Enterprise Institute.
They have been clinging to the Iraq invasion as a way to create a pro-US middle east since the presidency of George Bush Sr. and the Gulf War.
