I'm making a small electric car for a speed competition and a pulling competition. I have 2 big gears, 2 smaller gears, and a belt to connect them. For the speed competition I'm using a big gear connected to my motor and a small gear connected to my axle. For the pulling competition should I use 2 big gears, or a small gear connected to the motor and a big gear to the axle.

Well, to pull the most weight, you'd want to reverse the gear configuration you used for speed - small gear on the motor, big gear on the wheel. This will make the car slow, but it will be able to pull a lot of weight.
