Basically, the law separates the humans from the monsters of society. Monsters are creatures, once thought to be human, that commit crimes so heinous (multpile rapes/murders, especially cases involving torture) that they are devoid of any kind of soul and are therefore Monsters.
Then, we can put them to destroy them & there will be no more loss of "human life", because he (or she) was a monster.

Grand thinking...the only way to dispose of monsters is to put them to death. Is it fair for the working man tax payer to feed this animal? house this animal? Educate this animal? These felons have either no conscience in the first place or lost it along the way. There must be a pleasure in the control they have of their intended victim. They are there watching this person lose their life at the sinners' hand. I am FOR Capital Punishment. I am not for murdering / killing but I am for the victim and the possible future victims if we do not stop it at some point.

Casting judgements to sift right from wrong so as to reward or chastise is inevitable in every aspect of our life. Sadly, there is no such thing as absolute truth, yet empathy can help mollify our judgements. What is needed is dedication to the task at hand not the knowledge. Conscience & enough consideration that a life is to be taken should be enough guidelines when imposing the death punishment. Taking a culprits life doesnt resurrect the victim or ease his/her pain but does emphasize the community's desire to eradicate pain & crime. Nothing beats the old adage: Justice has been served, as long as it was ironically just to the culprit himself!!!

I dislike labeling of any kind. Inquisition did that. Heard of witches? They fly. They eat children. They have sex with devil. They make men impotent..
In my opinion-too dangerous.
People commit crimes. They do. Sociopaths, psychopaths...still people. They deserve to die (because there is danger that they`ll repeat their crimes, and as an example to the others-"don`t kill, we`ll get You").
And Your theory has a problem-what about criminals who show regret.... Are they monsters (they killed,ex.),or are they human("I`m sorry I smashed his head, I lost my temper, I wouldn`t do it five minutes later...")? And if You were to make such an exception, then we would have all the "monsters" claiming they were human ("sorry I raped those 5 women, I like them, I wanted to take them to dinner,just didn`t know how to ask")
So,basically I`m saying all human are capable of telling right from wrong, if their action take different course, then we label their disorders, not them. If we can treat those disorders, and help the human-we do. If not-I`m for a capitol punishment.
P.S. Ever thought that if Your law was to pass, sooner or later there would be NGO that would fight for "Monsters right to be different"??

many people support the death penalty
as it sure has not stopped them from the record pace of executions in texas
only is democratic controlled states or states where there is a heavy liberal democratic presence are death penalties sentences being commuted to life without the possibility of parole
some goveners have no problem with is ( Swartznegger ) while other like Governor George Ryan of Illinois have basically commuted the sentences ( all ) to life without parole
those who are the one challanging the death penaly in temrs of humaneness of lethal injection are always democrats who ideally like to see it completely abolished, the are the same one who think that hardened criminal are people and can be sucessfully reformed and evetually put back into society

The same problem will remain.
The impoverished and/or downtrodden will be unable to afford the lawyers who will be able to keep them from being labeled Monster.
The rich will be able to avoid being called Monster because they will be able to afford good counsel.
Innocence and guilt often have very little to do with whether or not one ends up on death row.

Good try! That would work if there really were legendary monsters roaming the earth. When people look like people, sound like people, were born from a mother like other people, they are people and they aren't the mythical legendary monster that you might like to kill with justification.
