By reading the books for each badge and following the projects through and meeting regularly with your badge counselor. Earning merit badges is an exercise in self discovery and fairly independent learning. If your goal is Eagle then you must develop the independent part of yourself along with your leadership skills. Its ok to try and fail along the way, btw, that's part of learning. By opening yourself to as many activities as possible in each badge you expand your knowledge and your abilities. How do I know about this? I'm the very proud mother of two adult Eagle Scouts, both of whom are community leaders who have built their leadership on the path to Eagle.

Do a web search for 'boy scouts of America merit badges. You will find a list of all the merit badges. I'm sure if you search further on this site, they will tell you the requirements. Many sites will come up on your search, maybe one better than I have suggested.

There are no "answers" to the Merit Bages. You have to work to meet the guidelines and then achieve the badge.
Scouting is a way to grow and live your life. It's not meant to be easy.
