Yes. Samuel Tilden did in 1876. Grover Cleveland in 1888, like Al Gore in 2000, won a plurality of the vote, but did not win a majority.

Bush was the first President to win the popular vote since the 70s, I believe.

I think this happened once a long time ago, back in the 30's or 40's I think.
