Depends on the number of files...
If it's just a few of them, a flash drive or even floppy may work fine. You could also chose to email them to yourself and then retrieve them on the new computer.
For larger amounts, you could burn a CD with the information and then load it up on the new computer.
If they're both on the network, you could share the drive on the old one and retrieve the files on the new one. Or, in XP you could use the Files and Settings Transfer Wizard (Start>All Programs>Accessories>System Tools> )

Take the hard drive out of the old computer, install it in the new computer as a slave drive.

to transfer files heres what i would do
buy a package of CD's from walmart or something
burn all pictures,music, etc to the cds..and then just rip them onto the new computer
The more CD's u can transfer things onto the better..

the best option is use PEN DRIVE for smaller files and portable hard disc for bigger one......
